Japan Research Session: Outreach by Local Government for Life Recovery of Disaster Victims

Kashiwazaki, a city of 100,000, was quite successful in helping disaster victims recover from the 2007 Niigata Chuestsu-oki earthquake. The city has developed a coordinated program to help disaster victims by establishing a Disaster Victim Register, a customer relationship management system with all the necessary information for life recovery. The DVR was made possible by connecting three databases: for persons, for houses, and for their damage. In Japan it was the first successful recovery with this unified database system, which the Tokyo Metropolitan Government now wants to adopt. In this session, we will talk about what happened and how it happened in detail.
