Frannie Edwards is professor and director of the Master of Public Administration program at San Jose State University and Deputy Director of the Department of Homeland Security-funded Transportation Security Center of Excellence at Mineta Transportation Institute. She is a certified emergency manager with more than 20 years of experience as a director of emergency services in California, including fourteen years in San Jose, where she managed four federally declared disasters and served as acting assistant fire chief for sixteen months. She has also served as director of the Urban Area Security Initiative and the Metropolitan Medical Task Force.

Edwards is the U.S. chairperson for the European Union CAST project, which creates a common curriculum for police, fire, and emergency medical disaster response training. She is past chairperson of the American Society for Public Administration Section on Emergency and Crisis Management.

Edwards has co-authored two books on terrorism in the NATO Science Series, a chapter in the International City/County Management Association's Green Book on Emergency Management, two monographs, a white paper, and numerous chapters in emergency management books. Her most recent article, “Effective Disaster Response in Cross Border Events,” appeared in the Journal of Contingency and Crisis Management. Edwards is now researching continuity of operations planning and exercising and training for state-level transportation agencies.

She has a master’s in international relations, a master’s in urban planning and a Ph.D. in Public Administration.
