Ivy Frances

Ivy Frances is the Chief of the Floodplain Management and Insurance Branch for the Federal Emergency Management Agency (FEMA) Region I Office. During her tenure she has deployed to numerous disasters including the Sept. 11, 2001 terrorist attacks, Hurricanes Katrina, Rita, and Ike, and several smaller size natural disasters. She has served as an operations specialist, mitigation director and long term community recovery director. Frances has been involved in the Emergency Support Function, Long Term Community Recovery (ESF-14) from its inception and continues to be directly involved in the FEMA Recovery Framework. In addition, she has collaborated on several papers about long-term community recovery, including the recent Fort Kent: Living Behind the Levee.

Frances is an experienced watershed manager, public involvement specialist, and manager of Stormwater Planning Division with the City of Portland, Oregon. She has also been a first responder and planner of community resilience initiatives.

Frances received a bachelor's in environmental studies and planning as well as a master’s degree in critical and creative thinking.
