Sandra Knight is the deputy federal insurance and mitigation administrator for mitigation at the Federal Emergency Management Agency. She provides executive leadership, oversight and supervision for the development and administration of regulations, policies and procedures for the Risk Reduction and Risk Analysis Divisions and Offices of Environmental Planning and Historic Preservation, and Regional and Disaster Support.

She is a member of the Senior Executive Service and comes to FEMA from the National Oceanic and Atmospheric Administration (NOAA), where she served as the director of the Office of Policy, Planning and Evaluation. Prior to serving with NOAA, she was with the U.S. Army Corps of Engineers' Engineer Research and Development Center in Vicksburg, MS., where she was the technical director for navigation research. Following Hurricane Katrina, she provided leadership support to the Mississippi Valley Division Corps of Engineers as chief of the Business Technical Division.

Knight is a member of the American Society of Civil Engineers, the Society of Women Engineers, the Women's Aquatic Network, Sigma Xi, and Fellow for PIANC. She received her doctorate in Civil Engineering from the University of Memphis, is a registered professional engineer in the state of Tennessee and has been certified by the American Academy of Water Resource Engineers as a diplomate, water resource engineer. She is also a founding inaugural diplomate, Navigation Engineering, of the Academy of Coastal, Ocean, Port & Navigation Engineers.
