Recovery Planning in the Trenches

This year has yielded a bumper crop of killer tornadoes, forcing numerous communities to face planning recovery from a major disaster, some for the first time in decades. What outside resources can they tap? In light of the National Disaster Recovery Framework proposals, what has been or will remain the role of the federal government in assisting recovery? What has worked, and what can be done better? What special challenges face the new communities undertaking this process? This panel will bring together federal officials, seasoned consultants, and local officials to discuss recent disaster scenarios and what lies ahead. It will include a summation of the recent history of recovery planning assistance, including six years of ESF-14, how that has related to larger planning processes in the affected communities, and some of the common and distinct issues these communities have had to address. Examples may include the 2008 Greensburg tornado, 2008 Iowa floods, 2010 Tennessee floods, the multitude of 2011 tornadoes, and recent flooding along the Missouri and Mississippi Rivers.
