Browning is the chief of Watershed and Flood Protection for Colorado. He is responsible for supervising and directing the work of five professional staff members. He is a Colorado-registered professional engineer, and a certified floodplain manager. Browning has been employed at the Colorado Water Conservation Board for 16 years, following 7 years of private consulting work.

His efforts at CWCB involve the implementing projects, programs, and policies pertinent to the agency's mission. Browning has had the opportunity to serve as both the acting deputy director and acting director of the CWCB, and he’s the current chair of the Colorado Flood Task Force. He is past president of the Colorado Association of Stormwater and Floodplain Manager, and a past district director on the Association of State Floodplain Managers board.
