Bill DeGroot is the manager of the Floodplain Management Program for Colorado Urban Drainage and Flood Control District (UDFCD). With the UDFCD since February 1974, DeGroot has been active in assisting local governments with floodplain regulations and the National Flood Insurance Program, delineating 100-year floodplains ahead of development pressures, reviewing development proposals for conformance to District master plans and criteria, reviewing construction drawings for eligibility for District maintenance assistance, public information efforts, and flood detection and warning plans.

DeGroot served as a technical advisor to the Federal Emergency Management Agency Technical Mapping Advisory Council from 1997 to 2000 and currently represents the National Association of Flood and Stormwater Management Agencies on FEMA’s Operating Partners Focus Group and the Intergovernmental Flood Risk Management Committee.

He has a bachelor's and master's in civil engineering from the South Dakota School of Mines and Technology. He is a registered professional engineer in Colorado and director for the National Association of Flood and Stormwater Management Agencies. DeGroot is also a member of the American Society of Civil Engineers and the Association of State Floodplain Managers. He was a founding member of the Colorado Association of Stormwater and Floodplain Managers and its first secretary and treasurer.
