Warren Edwards is the director of the Community and Regional Resilience Institute (CARRI) in Oak Ridge, Tennessee. CARRI is a major program of the Southeast Region Research Initiative, led by the Department of Energy’s Oak Ridge National Laboratory for the U.S. Department of Homeland Security.

CARRI’s mission is to develop and share critical paths that communities can take to strengthen the ability to prepare for, respond to, and rapidly recover from significant human-caused or natural disasters with minimal disruption and loss of basic community, government, and business services. CARRI combines community engagement activities with research activities. Its expertise is based on scientific evidence and practical knowledge.
