Karen Helbrecht

Karen Helbrecht has worked for the Federal Emergency Management Agency since 1988. She has been involved in mitigation planning for many years. She was the primary author of the hazard mitigation planning regulations, and has worked on many of policy issues regarding the development, review, and approval of mitigation plans.

Helbrecht previously assisted in the development and implementation of the Hazard Mitigation Grant Program and the Flood Mitigation Assistance Program. She has worked on several disaster recovery operations. Before joining FEMA, Helbrecht worked for the Los Angeles District of the U.S. Army Corps of Engineers as an environmental specialist.
