Jae Park has more than 19 years of experience in hazard mitigation and sustainable disaster recovery, specializing in hazard mitigation policy analysis and program development, risk assessment and benefit cost analysis, and mitigation planning. Since 2008, he has supported the Federal Emergency Management Agency benefit-cost analysis training and cost effectiveness reviews of Hazard Mitigation Assistance Program grant applications. He worked on developing Hazard Mitigation Assistance Program unified guidance for FEMA in 2009 and 2010. The intent of this alignment was to enhance the quality and speed of grant application awards designed to reduce the risks of future damage in hazard-prone areas.

Park has also worked on many disaster recovery programs, including those for hurricanes Katrina, Isabel, Floyd, and Fran. For Hurricane Katrina, he served as a chief policy analyst for the Mississippi Governor’s Office of Recovery and Renewal. This involved all aspects of policy formulation and interorganizational coordination in developing long-term community recovery plans, housing reconstruction, economic development, public facility reconstruction, infrastructure, temporary housing, social service, and hazard mitigation. During his employment with the North Carolina Emergency Management Agency, he managed the state's largest buyout program, which moved 8,500 severely damaged homes out of harm’s way.

Park has also worked as a research associate at Texas A&M University’s Hazard Reduction and Recovery Center on risk perceptions and human aspects of risk management issues.
