Carbone is Chief of the Applied Science and Evaluation Branch (ASEB), Division of State and Local Readiness (DSLR), Office of Public Health Preparedness and Response (OPHPR) at CDC. The mission of his branch is to strengthen public health preparedness, response and recovery through interdisciplinary science and evaluation.

Prior to joining the CDC, Carbone served as Director of the Psychological Health Clinical Standards of Care (PH CSoC) Directorate at the Defense Centers of Excellence (DCoE) for Psychological Health and Traumatic Brain Injury. In that role, he oversaw development of evidence-based clinical guidelines, evaluation of behavioral health and resiliency programs, and execution of joint Department of Defense (DoD) and Veterans Affairs (VA) strategies for standardizing quality and outcome measures for psychological health and readiness. His directorate also played a primary role in Department of Defense projects on identification and mitigation of violence risk factors following the Ft. Hood mass shooting in 2009.

He has also held a variety of positions in the U.S. Office of Personnel Management (OPM), the Department of Veterans Affairs, and the private sector consulting domain. 

Carbone began his career as a U.S. Air Force psychologist. He has published research and presented on a range of topics including factors associated with individual and population well-being; disaster behavioral health; community resilience; mental health issues among military service members and veterans; and occupational stress.
