Brigadier General (ret.) Meir Elran is the Director of the Homeland Security Program and the Security – Society Program at the Institute for National Security Studies (INSS) of the Tel Aviv University.

Formerly the Deputy Director of the IDF Military Intelligence and the Chief of Staff of the Tel Aviv Municipality, Elran has an extensive and active experience in the field of disaster management, both as a senior administrative practitioner, as a strategic consultant, and as a policy oriented researcher.

Elran has edited three books and published numerous analytical studies on the challenges of Homeland Security in general and Societal Resilience in particular. He is a frequent speaker in academic and professional conferences worldwide. He is the initiator of the Israeli Network of Resilience Researchers and of the International Resilience Researchers Network (IRRN), which held its inaugural conference in December 2010 in Washington DC, under the sponsorship of the US Department of Homeland Security and Homeland Security Institute (HSI).

Elran has a BA degree from the Hebrew University of Jerusalem and MA degree from Indiana University. In 2009 he was an International Fellow with the US National Defense University's Near East and South Asia Strategic Studies Center. Presently he is a PhD candidate with the Haifa University School of Political Science.
