Plough leads public health preparedness activities to protect the 11 million residents of Los Angeles County He coordinates emergency operations, infectious disease control, risk communication, planning, and community engagement. He is the Principle Investigator of the Los Angeles County Community Disaster Resilience Project, a five year study measuring the effectiveness of a community resilience tool kit and related interventions in sixteen diverse communities. Four articles based on the LACCDR project are available online in the American Journal of Public Health. Dr. Plough is also Clinical Professor of Health Services at the University of Washington School of Public Health

Dr. Plough served previously as Vice President of The California Endowment, Director and Health Officer for the Seattle and King County Department of Public Health and as Director of Public Health for Boston.

Previous academic appointments include the Harvard University School of Public Health, Tufts University Department of Community Medicine, and Boston University School of Management.
