Head ShotWendy Saunders

For the last two years, Wendy has been the project manager of a risk-based land use planning framework for natural hazards. Progressing work from her PhD on the same topic, this framework provides decision makers with an approach that focuses on the consequences of natural hazard events (i.e. health and safety, economic, critical buildings, buildings, and social/cultural land uses), then the likelihood of an event occurring - rather than the primary focus being on likelihood.

The approach has five steps, as follows:
1. Know your hazard;
2. Determine the severity of consequences;
3. Evaluate the likelihood of the event;
4. Take a risk-based approach to land use policy and consents; and
5. Monitor, evaluate and review.

At each step an engagement process is outlined, which includes a process for staff and decision makers within council, as well as external (i.e. communities, stakeholders). This two-pronged approach to engagement and communicating hazard and risk is required to ensure a successful outcome.

The results of the framework will be provided as a toolbox on a webpage from September 2013. The toolbox will include examples of each step of the five step approach, including engagement.
