Shoshana R. Shelton, MPH is a senior policy associate at RAND. Her research portfolio includes projects that focus on performance measure development for public health systems, program evaluation, crisis decision-making, and national health security. She has authored multiple peer-reviewed publications in journals such as Health Affairs, Journal of Public Health Management and Practice, and Disaster Medicine and Public Health Preparedness. Shelton has worked on numerous efforts for the U.S. Department of Health and Human Services and Centers for Disease Control and Prevention, including leading the development of the strategic objective on workforce for the National Health Security Strategy and working closely with the CDC to develop state and local performance measures for the Public Health Emergency Preparedness Cooperative Agreement. She also works on a RAND project to assist the Department of Homeland Security with the testing, evaluation, integration, and implementation of the Wireless Emergency Alerts system.

Before joining RAND in 2007, Shelton spent three years as a Program Manager at the Office of Public Health Practice at The Ohio State University, where she studied public health workforce development. Shelton holds an M.P.H. in health behavior / disease prevention from The Ohio State University and a B.A. in English from Denison University. She is also a FEMA certified Master Exercise Practitioner (MEP), and has designed, implemented, and evaluated emergency preparedness exercises throughout the nation.
