William L. Waugh, Jr., is Professor Emeritus in the Andrew Young School of Policy Studies at Georgia State University and an adjunct professor at the University of Nevada at Las Vegas. He is editor-in-chief of the Journal of Emergency Management. He serves on the Emergency Management Accreditation Program Commission that sets standards for and accredits state and local emergency management programs and on the board of the Foundation for Accreditation in Higher Education that accredits emergency management and business continuity planning academic programs. He is the author of Living with Hazards, Dealing with Disasters; Terrorism and Emergency Management; and International Terrorism: How Nations Respond to Terrorists; and the coeditor (with Kathleen Tierney) of Emergency Management: Principles and Practice for Local Government, 2nd Ed.; (with Richard Sylves) Disaster Management in the U.S. and Canada; (with Richard Sylves) Cities and Disasters; and (with Ronald Hy) Handbook of Emergency Management, as well as over 150 articles, chapters, essays, and reports. He has been a consultant to public, private, and nonprofit organizations on emergency management, managing terrorist events, leadership development, and strategic planning. His current research focuses on inter-organizational, inter-sector, and intergovernmental collaboration.
