Justin Dombrowski

Justin Dombrowski has served as the Response Division Director for FEMA, Region IX since September 2009. In this position he leads coordination of the federal readiness and response to natural and human-caused disasters in support of CA, AZ, NV, HI, Guam, Northern Mariana Islands, American Samoa, Marshall Islands and Micronesia while responding and supporting nationally and internationally as needed. Programs under his direction include the Incident Management Assistance Teams (IMATs), Watch Centers, Regional Response Coordination Center (RRCC), operations, logistics, emergency communications and planning including catastrophic plans.

Justin was the first Operations Section Chief for the National-IMAT-West. Prior, he was a Federal Coordinating Officer based in FEMA Region VIII since 2006. In this capacity, he led the federal coordination to Presidential declared disasters and served in other key leadership positions on incidents of national significance across the nation. Justin served as the Director of Emergency Management for the City of Boulder and Boulder County. He also worked for the Boulder Fire Department including as the Wildland Fire Management Coordinator, and with other federal, state and local agencies including as a volunteer firefighter. He has served as an Incident Commander and other leadership positions on over 100 major wildfires across the country on national, regional and/or all-hazard Incident Management Teams (IMTs). Justin has responded to more than 35 Presidential disasters and events including National Special Security Events, in over twenty states, including the 9/11-World Trade Center Attacks, Hurricane Katrina/Rita and Hurricane Sandy.

Justin has served in significant leadership positions with international, national, state and local projects in emergency management. He has presented and instructed at international and national conferences and academies and has extensive experience working with the media. Justin has written college curricula and instructed at numerous universities. He has a Master's Degree in Public Administration, graduate of the Naval Post-Graduate School Executive Leadership Program and further advanced education in emergency management and other programs.
