Understanding the State of Emergency Management in the United States

The workforce and landscape of emergency management in the United States is rapidly changing in response to shifts in funding and organizational structures and rapidly expanding technological interventions. A 2025 Risk Study led by Deloitte and the National Association of Emergency Managers was conducted to gather insights on these changes and uncover possible gaps in understanding how states currently define their priorities, capabilities, and challenges as they strive to adapt. This listening session brings together emergency management professionals to discuss the study’s findings and share ideas to shape progress and advance collaborative disaster management practices nationwide.
