The Stafford Act 20 Years Later: Which Way from Here?

It has been 20 years since the Stafford Act was signed into law and the arrival of new leadership in Washington provides an opportunity to explore its future. Implementation of the Stafford Act has encountered numerous challenges, yet opportunities abound. This session will provide an overview of the Stafford Act’s history and pose questions about future challenges. Has the Stafford Act fulfilled its original intent? What is its relationship with more homeland security focused legislation? What amendments should be sought with a new administration and Congress? Does the Stafford Act promote adequate interaction between the federal government and its state, local, and tribal counterparts?
