The Evolving Face of Local, State, and Federal Emergency Management Law

Laws created emergency management. On the federal, state, and local levels, legal enactments generate the formal structure, daily responsibilities, and powers of emergency management organizations. Conflict and consensus among all three levels of the federal system create challenges for emergency managers and the lawyers who advise them. Among those challenges is the need to know, understand, and follow all laws affecting all government entities—not just those specific to emergency management—in a rapidly changing emergency management legal environment. Each panelist will address an aspect of federalism and emergency management law from his or her own unique perspective.
