Bill Nicholson is a terrorism and emergency management law expert at North Carolina Central University’s Criminal Justice Department, where he teaches Emergency Management and Recovery, Introduction to Homeland Security, Homeland Security Law and Policy, Ethics in Criminal Justice, and Criminal Justice Management and Organizational Theory. He often presents programs to local emergency managers and attorneys about legal issues and litigation mitigation for all phases of emergency management. 

Nicholson was previously general counsel to the Indiana State Emergency Management Agency, the Indiana Department of Fire and Building Services, and the Public Safety Training Institute. He is also a member of the editorial boards of Best Practices in Emergency Services: Today's Tips for Tomorrow's Success and Journal of Emergency Management. His publications include two books, “Emergency Response and Management Law” and Homeland Security Law and Policy,” as well as law review articles, including Legal Issues in Emergency Response to Terrorism Incidents Involving Hazardous Materials: HAZWOPER, Standard Operating Procedures, Mutual Aid and the Incident Command System and Seeking Consensus on Homeland Security Standards: Adopting the National Response Plan and the National Incident Management System.

Nicholson has a bachelor’s from Reed College and a Juris Doctor from the Washington and Lee University School of Law.
