Scales of Disaster Governance and the Hyogo Framework

Using the Hyogo Framework as a case study, this session will examine the interactions among international, national, and local disaster management organizations. Given the current emphasis of the UN International Strategy for Disaster Reduction and other international organizations on multistakeholder approaches to disaster risk reduction, it is important to understand the nature of relationships among these different levels of governance. By asking whether the Hyogo Framework has any force, legal or otherwise, to direct national and local governments to address disaster risk reduction, this session will explore the ability of international organizations to influence policy choices at the local level. In other words, does international law matter?
