Civil Defense and Aid to Civil Authority

War plans were once the basis for most civil emergency planning. Some argue that war planning has been dangerously de-emphasized in modern state and local government plans. Others are concerned that programs like Defense Support to Civil Authorities break down traditional lines between federal and state and civil and military authority. This session will examine recent uses of federal medical surge capacity as a vehicle to discuss the practical and theoretical implications of these changing intergovernmental relationships.
