The Relationship Between Flood Policy and Community and Individual Behavior

Damage and risk caused by flooding are increasing in spite of significant efforts in the past decade to control floods. Are structural measures (e.g., levees) and insurance (e.g., the National Flood Insurance Program) to blame? What is the relationship between these official measures and individual behavior? Internationally, what has infrastructure spending on dams and levees done to flood risk and individual behavior in other countries? The United Kingdom’s Foresight Approach to floodplain management, which involves an understanding of what futures might be possible and the challenging of present presumptions, will also be explored.
