Larry S. Buss is a U.S. Army Corps of Engineers senior advisor and national expert in flood risk management and nonstructural flood risk reduction. Buss recently retired as chief of hydrologic engineering, Omaha District Corps of Engineers. Previous position in the Corps included chief of flood plain management services, chief of planning, assistant chief of planning, and chief of civil works all in the Omaha District. He has over 38 years of experience in water resources.

Buss was a former chairperson of the U.S. Army Corps of Engineers National Nonstructural/Flood Proofing Committee. This committee promotes the development, implementation, and proper use of non-structural flood mitigation techniques (including relocation/buyout, flood proofing, flood warning/preparedness, flood plain regulation, flood insurance, etc.) and is a source of expertise in the use of non-structural techniques in the United States. Buss has also presented at numerous workshops, seminars, and conferences on the use nonstructural measures to reduce flood risk.

Buss is a member of the Association of State Flood Plain Managers and is co-chair of its Committee on Flood Proofing/Retrofitting. He has a bachelor's in agricultural engineering from Iowa State University and a master's in civil engineering from the University of Nebraska. He is a registered professional engineer and a licensed real estate broker in Iowa, as well as a certified floodplain manager.
