Frances L. Edwards is a professor and director of the Master of Public Administration program at San Jose State University (SJSU), as well as deputy director of the U.S. Department of Homeland Security’s Center of Excellence in Transportation Security at Mineta Transportation Institute and deputy director of the SJSU Collaborative for Disaster Mitigation.

Edwards is a subject matter expert for the Department of Homeland Security and a site visitor for the National Science Foundation. She is past-chair of the American Society for Public Administration (ASPA) Section on Emergency and Crisis Management, and a member of ASPA’s Hurricane Katrina Task Force.

Edwards is co-author with Friedrich Steinhausler of two books in the NATO Science Series on terrorism threats; a monograph with Brian Jenkins on 9/11; a monograph with Dan Goodrich on campus emergency planning; as well as numerous chapters for text and professional books—most recently in “Emergency Management: Principles and Practice for Local Government” co-authored with Goodrich. Recent articles include “An Ounce of Prevention…” on disaster communications in American Journal of Disaster Medicine and “Show Me the Money…” on financial recovery in The Public Manager.

Edwards is a certified emergency manager, serving as emergency manager for Irvine and director of Emergency Preparedness for San Jose, California. She was a member of the California Seismic Safety Commission. She has a PhD and master's in urban planning from New York University, a master's in international relations from Drew University, and a certificate in hazardous materials management from University of California, Irvine.
