Clancy Philipsborn retired following a successful career as an emergency management consultant to local governments, before and after natural disasters, with an emphasis on disaster recovery and hazard mitigation strategies and projects. Philipsborn has lived in Boulder since 1975, when he started his career at the Natural Hazards Center as a graduate student studying under Dr. Gilbert White.

Philipsborn worked for FEMA Region VIII (Denver) for nine years, setting the framework for today’s national mitigation programs. He left FEMA to start his own company, The Mitigation Assistance Corporation, which flourished for 18 years. As a subset, Philipsborn also founded the Hazard Mitigation Technical Assistance Partnership, Inc., which was successful for more than 10 years. Philipsborn sold TMAC to AMEC Earth & Environmental, Inc. in 2003, where he finished his last five years of employment developing and directing an emergency management services program. In 2008, Philipsborn was granted an Honorary Lifetime Membership by the Association of State Floodplain Managers (ASFPM).

Philipsborn is a Certified Floodplain Manager (CFM), and currently volunteers as the Long-Term Recovery & Hazard Mitigation (ESF-14) coordinator for Boulder City/County Emergency Management. He is also the chair of the Gilbert F. White Memorial Flood Gage Committee, and the tour host for this year’s Hazard Workshop tour of the Boulder Creek floodplain.
