Claire B. Rubin is a social scientist with 31 years of experience as a researcher, practitioner, and academic in the field of emergency management and eight years of homeland security experience. She is the president of Claire B. Rubin & Associates, a woman-owned small business specializing in disaster research and consulting, located in Arlington, VA. Recent clients include the Homeland Security Institute.

Rubin also is a visiting research scholar at the George Washington University’s Institute for Crisis, Disaster, and Risk Management in Washington, D.C. She is a co-founder and an editor of the Journal of Homeland Security and Emergency Management (JHSEM), in its sixth year of publication.

Ongoing projects include the Time Line Series of products, including the Terrorism Time Line and the Disaster Time Line charts and the Disaster Recovery Resources project. Rubin recently completed the textbook titled Emergency Management: The American Experience, 1900-2005, published by the Public Entity Risk.

In June 2009, Ms Rubin received the Dr. Wayne Blanchard award for Academic Excellence in the Field of Emergency Management Higher Education at the FEMA-sponsored Higher Education Conference at the Emergency Management Institute.

She has written more than 80 publications on hazards and disasters and has delivered numerous lectures and presentations on emergency management and homeland security topics.  As a contractor to the State Dept, she has given several series of lectures to international visitors on the emergency management system in the United States.
