Evolving Conceptions of Governance

This panel will set the stage for later sessions by providing an overview of the societal context in which change is taking place. Panelists will discuss evolving conceptions of the role of government, the private sector, and civil society in the United States and provide examples of institutional change that have a bearing on the organization and practice of emergency management. One general theme will focus on the ways in which functions that were formerly designated as the responsibility of government are increasingly being performed by non-governmental entities and on the consequences of these changes for official emergency management entities, such as the need for coordination, collaboration, mutual trust, and an understanding of varied organizational styles. The panel will also focus on ambiguities and potential unintended consequences arising from new institutional arrangements.
