Claire B. Rubin is a social scientist with 33 years of experience as a researcher and practitioner in the field of emergency management and almost 10 years of experience in homeland security. She is president of Claire B. Rubin & Associates, a small business in Arlington, Va., specializing in disaster research and consulting.

Rubin also is a visiting research scholar at George Washington University’s Institute for Crisis, Disaster, and Risk Management, in Washington, D.C. She is co-founder and editor of the Journal of Homeland Security and Emergency Management. Ongoing projects include the Time Line series of products, including the Terrorism Time Line and the Disaster Time Line charts and a blog, Recovery Diva.

Rubin is the editor of the textbook, Emergency Management: The American Experience, 1900-2005, published by the Public Entity Risk Institute and the related Century Time Line chart. The second edition of the book is expected to be published in the fall.

She has written more than 80 publications on hazards and disasters and has delivered numerous lectures and presentations on emergency management and homeland security topics. She holds a bachelor's from Simmons College and a master's from Boston University. Some of her local volunteer activities include CERT and Citizen Corps programs in Arlington Count. In Octobr 2009 she was appointed to the Emergency Preparedness Advisory Commission by the Arlington County Board.
