Winds of Change: Implementing the Spirit Lake Nation Recovery Plan

The Spirit Lake Nation, on the southern shores of Devil's Lake in North Dakota, has contended with the disruption of rising water levels for more than 20 years. FEMA responded to this slow disaster by activating its Long Term Community Recovery emergency support function ("ESF #14"), and the community has developed and adopted a recovery plan. What’s next?
