Jared Brown is an Analyst in Emergency Management and Homeland Security Policy with the Congressional Research Service (CRS). As an analyst with CRS, he works exclusively for the United States Congress, providing authoritative, confidential, objective and nonpartisan policy and legal analysis to committees and Members of both the House and Senate, regardless of party affiliation.

His current areas of research include Presidential Policy Directive 8 and national preparedness policy, the use of the Defense Production Act and civil defense authorities for emergency management, private sector involvement in emergency management, and various legislative proposals to amend the Stafford Act. Before joining CRS, he was a policy analyst in the Office of the Secretary at the U.S. Department of Transportation, where he had worked on national security and emergency management issues. He graduated from the University of California, San Diego with a BS in Psychology, and received a Master’s degree in Public Policy, with a specialty in humanitarian crisis policy, from Georgetown University’s Public Policy Institute.
