David Johnson is an assistant professor in the Master of Public Administration program at Missouri State University where he teaches graduate courses in emergency management, public safety, information technology, and intergovernmental relations. He also teaches undergraduate courses in american public policy, federalism, and public safety. He received his Master of Public Administration and PhD in Public Administration from the University of Pittsburgh in 2005.

Before joining Missouri State, Johnson worked for Allegheny County, Pennsylvania, in the Emergency Services Department as a planner and GIS specialist. During his 34-year career in government he has worked on the local, county, state, and federal levels in public safety, as well as in municipal management. He has also worked with the University of Pittsburgh's Center for Disaster Management on the Interactive, Intelligent, Spatial Information System (IISIS) project.

In addition to teaching at Missouri State, Johnson is an operations officer with the U.S. Health and Human Services' National Disaster Medical System Incident Response Coordination Team—Heartland and a Planning Section/GIS specialist with the Springfield-Greene County Office of Emergency Management reserve program.

Johnson's research background includes decision support systems, automation of situational awareness for monitoring communities, and vulnerability analysis and knowledge management for emergency management. His recent presentations involve methods of using complex system modeling for vulnerability assessment and the use of geographic information systems in assessing risks from hazardous materials.
