Robert Kanter attended medical school at the University of Pennsylvania and trained in Pediatrics at SUNY Upstate Medical University in Syracuse, New York, and Pediatric Critical Care Medicine at the Children's Hospital National Medical Center in Washington, D.C. He has directed the Division of Pediatric Critical Care Medicine at SUNY Upstate Medical University in Syracuse since 1980. He is also a senior investigator and affiliated faculty for the National Center for Disaster Preparedness at the Mailman School of Public Health at Columbia University.

Kanter's research investigates pediatric needs and resources in public health emergencies and explores strategies to improve the care of children in disasters. He has served on task forces for pediatric disaster preparedness advising the New York State Department of Health, the U.S. Centers for Disease Control and Prevention, the Institute of Medicine, the American College of Chest Physicians, and the National Library of Medicine.
