Claire Rubin is the president of Claire B. Rubin & Associates (a small disaster research and consulting business based in Arlington, Virginia) and CEO of the Disaster Bookstore. She has been affiliated with the Institute for Crisis, Disaster and Risk Management at The George Washington University in Washington, D.C., since 1998 and was the cofounder of the Journal of Homeland Security and Emergency Management where she served as managing editor for six years.

With 34 years of experience as a researcher, practitioner, and academic in the field of emergency management, Rubin has authored more than 80 publications and delivered numerous presentations on emergency management and homeland security topics. She is the editor of Emergency Management: The American Experience, 1900-2010. She holds a bachelor's from Simmons College and an masters from Boston University.

Rubin's local volunteer activities include CERT and Citizen Corps programs in Arlington County. For the past two years she has served as member of the Emergency Preparedness Advisory Commission of the Arlington County Board.
