Panelists will integrate topics of hazards, governance, administrative capacity, and policy making. Among the topics to be addressed will be ways disasters and development concepts can be useful as a framework to investigate conditions that lead to stronger, safer, and more sustainable communities and what factors account for the variation in the ability to recover from a disaster.
