Overcoming Barriers to Applying Lessons Learned in Local Emergency Management

Despite rhetoric of greater decentralization and more community participation, disaster policy is often dictated by national interests, standards, and experts removed from the diverse localities where disasters occur. This session will discuss examples of practical lessons learned at the local level and how to overcome the barriers to integrating those lessons into emergency management policy.
