All Recovery is Local

Disaster recovery and safe rebuilding remain elusive concepts despite perennial discussion. A session description from last year's Natural Hazards Workshop asserts that "recovery is a complex process, involving finance, institutional issues, and social processes." Is the problem with recovery that each community's culture and circumstances—both before and after disaster—are unique? If so, is the ongoing effort to create a meaningful National Disaster Recovery Framework doomed to fail? Panelists in this session will describe attempts at recovery and safe rebuilding ranging from Ft. Kent, Maine to New Orleans, and discuss whether any helpful generalizations can be made.
