Luis Gallardo is executive director of the Center for Habitat Reconstruction, a Puerto Rico-based non-profit dedicated to promoting the conversion of vacant and abandoned properties for affordable housing, resiliency, and community development. Gallardo has ample experience as a consultant for non-profits, community-based organizations, and city governments on issues of property rights, nuisance abatement, and municipal law. With a master's of public administration with a concentration in city management from Valdosta State University, Georgia, and a Juris Doctor from the University of Puerto Rico, Luis has demonstrated a particular interest in tenure security, community participation, and blight control.
