The Tohoku Earthquake: A Three Year Progress Report

Since March 11, 2011, Japan's national government has committed $250 billion toward recovery of the Tohoku region. It has established a 10-year national reconstruction agency to guide this process. Four prefectures and 59 local governments have crafted recovery plans, many involving the construction of massive seawalls and relocation of housing to higher elevations. While some have rebuilt their homes and livelihoods, an estimated 267,000 people are still living in temporary housing. This panel will discuss the major recovery programs for tsunami hazard mitigation, land use changes, housing and business recovery, as well as the current conditions of impacted communities and the transferable lessons for large-scale disaster recovery.
