Amelia Hoppe

Emergency Legal Responders

Amelia Hoppe is a disaster response strategist, lawyer, and executive director of Emergency Legal Responders, a nonprofit focused on the legal and administrative systems that shape disaster recovery across jurisdictions. Through field deployments, trainings, workshops, and cross-sector coordination, she works with communities and institutions navigating the paperwork, proof, and eligibility barriers that emerge after disasters. Her work centers on a core idea: aid can’t reach people it can’t recognize. Disasters do not stop at state, territorial, or national boundaries, and neither do the paperwork burdens that shape recovery.
