Carolina Van Horn

Colorado Office of Climate Preparedness and Disaster Recovery

Carolina Van Horn serves as the deputy director for the Colorado Governor’s Office of Climate Preparedness and Disaster Recovery. Her work includes strengthening the state's disaster recovery capabilities through policy and implementation in partnership with entities including state agencies, federal partners, survivor groups, and the research community, with a focus on making recovery work for disaster survivors. Prior to joining the state, Van Horn worked with communities across the country, designing and implementing their recovery programs and strategies. Her experience includes managing Federal Emergency Management Agency Public Assistance grants, U.S. Department of Housing and Urban Development Community Development Block Grant–Disaster Recovery program planning and implementation for communities from the Caribbean to California, and strategy, design, and implementation of COVID-19 recoveries in service of cities, states, and counties across the nation. She earned her master's in urban and regional planning from the University of Colorado Denver with an emphasis on resilience and housing.
