Cristina Muñoz De La Torre is the founder of Community Economic Environmental and Disaster Resilience Limited Liability Company (CEED Resilience), a consulting firm dedicated to strengthening the capacity of organizations and the communities they serve to lead equitable disaster resilience initiatives. CEED Resilience provides strategic planning, capacity building, and research and policy analysis to support effective programming from design and implementation to evaluation.
Prior to founding CEED Resilience, De La Torre developed the Disaster Resilience Research & Policy program at Just Solutions, a national think tank for environmental justice. In this role, she produced policy briefs, conducted data analysis, and delivered technical assistance to state and national partners advancing disaster resilience efforts in frontline communities.
During her doctoral studies, De La Torre helped develop a statewide flood resilience framework as part of the Iowa Watershed Approach (IWA) initiative to improve flood resilience across eight watersheds. She informed the framework’s conceptual pillars, metrics, and evaluation indicators.
After co-developing the framework, De La Torre had the opportunity to put it into practice. As a Flood Resilience Planner with Astig Planning, she led the development of a community-based flood resilience action plan for one of the eight IWA watersheds. In this role, she translated theory into an actionable plan alongside community stakeholders. She authored the Flood Resilience Action Plan Guidebook for Planners, which received the 2021 Environmental Planning Award from the Iowa American Planning Association.
This dual experience, shaping a resilience framework at the conceptual level and then leading its on-the-ground implementation, reflects De La Torre’s ability to bridge research, policy, and practice.
