Lawrence Frank holds a master’s degree in city and regional planning, and is an experienced hazard mitigation subject matter expert, principal resilience planner, and senior project manager. He has 32 years of experience in disaster recovery, resilience and hazard mitigation fields and has helped numerous communities recover and rebuild stronger after devastating disasters. The disasters range from catastrophic level hurricanes like Hurricanes Michael and Helene in Florida to wildfires and the subsequent fire after flooding risk in Colorado, California, and New Mexico. He has worked extensively at all levels of government (federal, state, local, tribal and territorial) on Federal Emergency Management Agency recovery and mitigation planning/grant programs during his career. His focus is helping the communities recover so they are more resilient before the next storm or hazard event.
Of particular interest is helping states and communities plan ahead and reduce risk through actions and projects. In light of changes at the federal level, he is working with communities to help them find additional funding sources for resilience projects. Frank currently serves as the AtkinsRealis Director of State and Community Infrastructure Resilience. Frank is a Certified Floodplain Manager as well as a Certified Planner (American Institute of Certified Planners). He is also a member of the American Planning Association and has volunteered time through the Hazard Mitigation and Disaster Recovery Planning Division in helping develop the film about resilience and hazard mitigation called “Planning to Turn the Tide”.
