Carlo Chunga Pizarro

Carlo Chunga Pizarro is a PhD candidate in urban and environmental planning and policy at the University of California, Irvine. As a Ford Foundation Pre-Doctoral Fellow and a Bill Anderson Fund Fellow, his research centers the experiences of undocumented immigrants in disaster planning. He examines how U.S. immigration enforcement intersects with disaster management systems and how local sanctuary policies shape resilience and vulnerability during disasters. A first-generation scholar from Peru, Pizarro’s work is rooted in his lived experience and long-standing commitment to immigrant and disaster justice. He frequently collaborates with grassroots groups to bridge academic research and community organizing, ensuring that undocumented voices are not only heard but centered in disaster and climate resilience strategies.
