Carlo Chunga Pizarro is a PhD candidate in urban and environmental planning and policy at the University of California, Irvine. His research focuses on the intersections of disaster management systems and U.S. immigration enforcement, examining how sanctuary policies impact the vulnerability and resilience of undocumented immigrants. Using mixed methods—including spatial analysis, policy review, and interviews—he advances critical disaster studies by centering undocumented voices. Pizarro is a Ford Foundation pre-doctoral fellow and UC decarbonization fellow, with publications in geohealth. His work promotes equitable disaster preparedness and climate resilience through academic and community collaborations.
