Denise Morgan Gilliam has more than fifteen years of experience working with both non-profit and governmental agencies in the disaster preparedness, response and recovery arena. Her experience includes extensive collaboration in efforts to create and establish the National Disaster Recovery Framework and the tools and guidance required for implementation of the Community Planning and Capacity Building Recovery Support Function Annex. Gilliam also has leadership and supervisory experience in management of long term community recovery operations in more than eight states and tribal communities to coordinate technical assistance and support to states and impacted communities LTCR Team.
She is currently working with the Voluntary Agency Liaison Coordination group at FEMA as the philanthropic advisor with a focus on philanthropic engagement strategies and new partnership development opportunities. Her most recent experience includes working in the State of Louisiana for several months after 2016 flooding to help facilitate a group of funders to collaborate as the Louisiana Disaster Recovery Alliance.
