Kijin Seong is a PhD candidate in urban and regional sciences at Texas A&M University expecting to graduate in August 2021. With her ongoing research looking into post-disaster buyouts and neighborhood change after flooding, Seong is interested in hazard mitigation, housing recovery, community resilience, and environmental equity. Her background includes a bachelor's of architecture from Yonsei University, South Korea, a master's in architecture at Seoul National University, South Korea, and a master's in community and regional planning at the University of Texas at Austin.

Seong was involved in diverse research projects in her master’s program, regarding historic preservation and management plans for world heritage sites and buyout initiatives after floods in Austin, Texas. In her PhD program, Seong has been working with her advisor, Shannon Van Zandt as her research assistant, participating in a project led by the National Institute of Standards and Technology funded Center for Risk-Based Community Resilience Planning, which aims at developing the Interdependent Networked Community Resilience Modeling Environment. Seong is currently a graduate assistant at the Hazard Reduction and Recovery Center.
