Kimberley Shoaf is professor of public health and the director of the Office of Humanitarian Leadership and Emergency Health at the University of Utah. Her expertise is in qualitative and quantitative methodologies studying disasters. Shoaf's research in emergency public health includes: the health impacts of hazards; casualty estimation modeling; public health workforce issues relative to emergency public health; as well as the resilience of health systems. Shoaf has worked with more than 50 state and local public health agencies in developing their emergency plans, conducting hazard risk assessments, conducting as well as developing, conducting and evaluating exercises.
