Kula A. Francis

Kula A. Francis is an associate professor of political science in the College of Liberal Arts and Social Sciences at the University of the Virgin Islands. She holds a PhD in urban studies and public affairs from the University of Akron. Francis' current research interests are cultural competence in public organizations, social equity in emergency management, international relations, and Virgin Islands and Caribbean history and politics.
