Ralph Rivera-Gutiérrez is a former dean of the University of Puerto Rico (UPR) Graduate School of Public Health and has been a professor in the Department of Health Services Administration since 1995. He has a PhD in health policy from the Heller School at Brandeis University and a Master of Social Work with a concentration in community organization, management, and planning from Boston University. Rivera-Gutierrez has extensive experience with Latino community health issues in the United States and Puerto Rico and has been the principal investigator and director of the UPR Center for Public Health Preparedness since 2005.
